Bill Edwards Former
Managing Director of Directgov, and Director of
e-Communications in the UK Office of the
e-Envoy, Bill is a global leader in
customer-facing government, and was the chief
architect of Directgov (www.direct.gov.uk), and
the underlying business process for a new
customer-focused service delivery model. He has
led the development of major one-stop,
citizen-centric, multi-channel service delivery
initiatives in Eastern Europe, the Middle East,
the SE Asia and Australia.
Bill has a unique combination of government, IT,
marketing communications and delivery expertise,
which enables him to architect the internal and
external components and processes needed to
implement successful pan-government/private
sector delivery programmes. He has proven
programme management expertise from the
successful delivery of complex citizen facing
services. Through his international work, Bill
has a detailed understanding of how the leading
online government services operate around the
world. Chris Parker
After a 14 year career in the UK government,
Chris co-founded a consultancy business in
September 2004. In the five years previous to
this, he led the team in the UK Prime Minister’s
office which developed and delivered one of the
world’s most successful eGovernment strategies.
After successfully meeting all the stretching
targets which had been set by the Prime Minister
in 1999, Chris wound up the Office of the
e-Envoy in 2004, and established a strategic
consultancy business to provide advice and
support to governments. Along with other senior
civil servants from the Office of the e-Envoy,
Chris went into consulting to provide strategic
advice and support to Government leaders
responsible for driving IT-enabled
transformation, within the public sector and
across the wider economy. In this role, Chris
has consulted extensively, working with over 35
governments around the world on all aspects of
citizen service transformation.

Filippa Price
Filippa has an extensive background working in
complex delivery projects for both the public
and private sector. She spent over four years
working with multiple UK Government Departments
to deliver common infrastructure, such as the
Government Gateway. She ran the cross-government
governance arrangements to support the UK’s
common infrastructure and shared services,
reporting to the CIO Council. In 2008 she joined
the CS Transform team, and has consulted
extensively with governments – focusing on
programme management, business case development
and benefits management.

John Borras
John Borras is a globally-acknowledged expert
and leader on e-government interoperability. As
the UK government’s Director of Technology he
developed the world’s first interoperability
framework (the UK’s eGIF) and has subsequently
played significant leadership roles within the
international e-Government standards community.
He supports CS Transform’s work on
interoperability with governments and with the
ICT sector around the world.
Chris Butler
Chris is a highly experienced and qualified
enterprise solutions, standards and integration
consultant and an experienced business process
specialist, with a vast spread of experience in
both public and private sectors. A long-standing
member of the British Computer Society (BCS),
Chris' track record in the application of
technology solutions and architectures to
business problems is excellent.
Mohan Datar
Mohan is one of the leading e-Government
professionals in India, with over 35 years of
experience in both the public and private
sectors – both as a government CIO and as a
professional consultant. He regularly conducts a
trimester course on e-Government for MBA
students of NMIMS University, Mumbai India, and
makes his expertise and experience available to
CS Transform clients around the world.
Shauneen Furlong
Shauneen is a Senior Consultant with CS
Transform, and lectures on e-Government and
project management with the University of
Toronto and around the world. She has recent
senior executive level and management experience
in a number of Government of Canada central
agencies and departments over a period of 20
years, most recently Executive Director,
Government On-Line, Government of Canada. She is
one of a handful of Canadian executives who were
part of the policy development and
implementation team in the Treasury Board
Secretariat that initiated the Government
On-Line initiative across the federal
government.
Tom Gibbs
As the former Director
of Solutions Architecture with Intel
Corporation, Tom is a world-leader in ICT
architectural innovation. Key areas of
consulting expertise focus on the application on
technology innovation (including Cloud
Computing, Service Oriented Architectures, Web
2.0, and wireless technologies such as WiFi and
WiMAX) to deliver business change within the
public sector.
Thomas Hart
Based in Beijing, Thomas is an
internationally-recognised expert in ICT policy.
Between August 2005 and June 2009, he was
working as Regulatory Key Expert of the EU-China
Information Society Project, consulting the
Chinese Central Government on shaping the
Information Society policy framework. Before
that, he was working on Communications and Media
Policy Projects for the German-based Bertelsmann
Foundation. He is an economist and holds a Ph.D.
on European Telecommunications Policy.
John Jackson
John is an energetic leader with extensive
general management experience derived in public
and private sectors at board level in the UK and
internationally. Formerly a CEO of Cable and
Wireless, he has worked on citizen service
transformation initiatives with us in Europe and
the Middle East.
Olavi Köngäs
As Chief Information Officer of the Finnish
Government between 1997 and 2004, Olavi’s
leadership helped establish Finland as one of
the world’s foremost e-Governments. He now
consults extensively, bringing his expertise and
experience to CS Transform clients around the
world.
Laurence Millar
Following a successful career delivering
strategic change through the use of ICT in both
the public and private sectors, Laurence became
Chief Information Officer of the New Zealand
Government in 2004. In this role, he helped make
New Zealand an acknowledged leader in
e-government, introducing world-leading
innovations in identity management, IT
governance, shared services and many other
domains. In 2009, he moved into consulting,
making his expertise and experience available to CS
Transform clients around the world.
Elizabeth Muller
Elizabeth joined the CS Transform team after 5
years at the OECD where she was responsible for
projects on e-Government and the information
society. In this capacity she worked with 30
OECD countries, leading the work on
organizational change, citizen centricity, the
digital divide, and the business case for
e-Government. She has wide consulting experience
with governments around the world, and is a
leading expert in how governments can use ICT to
develop a more sustainable, lower-carbon future.
Arvo Ott
As the Chief Information Officer for the
Estonian government between 1993 and 2005, Arvo
played a pivotal role in designing and
implementing a leapfrog strategy which has made
Estonia one of the leading innovators in
e-Government. He now manages the e-Governance
Academy, and also consults
extensively, bringing his expertise and
experience to CS Transform clients around the
world.
Sharna Quirke
Sharna is a leading expert on government
strategy to develop a digitally inclusive
society. Starting her career in the Australian
civil services, she then moved to the UK to
advise the UK government on the use of personal
data in public service delivery. She led the
development of the UK government’s data sharing
policies, publishing the UK’s strategy for the UK
Government’s vision statement for
information-sharing, aimed at improving
Government efficiency and enhancing benefits for
the service user. Sharna has developed programmes and policies
for local and central governments, on the impact
and benefits of technology in service delivery -
specifically focusing on empowering citizens,
increasing knowledge and information, and
engaging socially excluded groups.
Peter Stevens
Peter is an expert in the development and
delivery of citizen-centric online services. As
Launch Director and Director of Strategy and
Products for the UK’s Directgov, Peter was at
the heart of developing the UK’s flagship
digital delivery service. He has supported the
CS Transform team in delivering citizen-centric
service transformation with governments around
the world. Prior to his work on Directgov, Peter
played key roles in the delivery of private
sector services, including Egg, the UK’s first
internet-only bank. Peter is an expert in the
design and delivery of CRM.
