Mozambique: review of national e-Government strategy
The Mozambique government was considering how to implement a
national e-Government strategy which had been prepared for it by
external consultants using aid money from the UN – but the
government wanted a “second opinion”.
The team from CS Transform
undertook an audit of the proposed strategy. We identified a
range of significant risks and gaps in the strategy, which in
large part flowed from importing projects and approaches from
the developed world which were inappropriate given the needs of
Mozambican citizens and the current institutional capabilities.
Our recommendations for a more phased and locally-driven
approach, which reduced cost and risk, and focused around early
delivery of citizen benefits, led to a re-evaluation of strategy
for the government as a whole.
