Mojauprava: the Croatian Government portal
In 2006, Government ministries in Croatia were at an early stage
in online service delivery, and they realised that there were
inadequate resources in terms of number of people and their
skills to successfully deliver information and services online.
Where content and services was already online, Ministries were
struggling without the business processes to keep it relevant,
up-to-date and focused on citizen needs.
The CS Transform team were brought in by the eCroatia Office to
shape the overall strategy, vision and delivery roadmap for a
one-stop shop for citizen-centric service delivery, starting
with a portal as the first building block towards a longer term
multi-channel one stop government service. The roadmap included:

a high-level delivery and resource plan
-
definition and description of each of the workstreams
required

deliverables and milestones for each workstream
We then led the product development workstream during the
implementation phase, including:

developing the strategic business case for the portal
-
ensuring that the entire process was informed by citizen
research
-
developing the branding strategy
-
advice on development of a citizen-centric identity
-
management service to underpin future development of the
portal.
The portal went live in September 2007 –
delivered in a record time of six months.
